There are lots of ways to do a strategy, but pretty much all product strategy processes and frameworks listed below have these ingredients.

1. A clear assessment of where you are right now
2. A clear statement of what success looks like, and your guiding principles for achieving it
3. A high level plan that shows how and when you’re going to make it happen

Another common theme: how you bring people with you is just as important as the output. Strategy as a process is at least 50% collaboration and communication.
